General Norway drone laws

In Norway, the Civil Aviation Authority Norway (CAAN) is responsible for overseeing and implementing European Union Regulation 2019/947 on drone safety. This regulation aims to create a harmonized and safe drone market in Europe by allowing drone operators who have received authorization from their state of registry to fly freely within the European Union. There are three categories of drone operations based on the level of risk: Open, Specific, and Certified.

Drone registration in Norway

Drone operations in Norway must be conducted in accordance with Commission Delegated Regulation (EU) 2019/945 and Commission Implementing Regulation (EU) 2019/947 (as amended). For more information on flying drones in Norway for fun or work, visit the CAAN's website.

In Norway, all drone pilots and operators are required to register with the Civil Aviation Authority (CAAN) in order to fly drones legally. According to European Union Regulation 2019/947, registration is mandatory for unmanned aircraft system (UAS) operators, not the UAS themselves.

UAS Pilot

The UAS Pilot, also known as the Remote Pilot, is the person physically operating the drone during flight. They are responsible for the safety of the flight.

UAS Operator

The UAS Operator is the person or company who oversees drone operations and gives flight instructions. This person or entity is responsible for all drone operations on their behalf. In many cases, especially in the OPEN category, the Pilot and Operator are the same person.

Do I need to register my drone?

In Norway, you are required to register your drone if it weighs more than 250 grams or has a camera or microphone onboard.
In other words, any fpv quadcopter or dji-like drone is subject to registration. This includes both drones that are purchased and those that are built from kits or scratch. To register your drone, you will need to submit an application to the Civil Aviation Authority Norway (CAAN). Once your application has been approved, you will be able to legally operate your drone in Norway. It is important to note that both hobbyist and commercial drone operators are required to register their drones with the CAAN before flying. Failure to do so may result in fines or other penalties.

Do I need EASA certification to fly a drone in Norway?

In Norway, you need certification to fly a drone, as the country is a member of the European Aviation Safety Agency (EASA).
