Are drones allowed in Oman?

Yes, the Civil Aviation Authority (CAA) in Oman allows the use of drones, with adherence to CAA regulations. Further details are provided below.

An RPA must adhere to the following standard operating conditions:

  • All RPAs, except MicroRPAs weighing less than 250 grams, must be registered with the CAA before use in the Sultanate of Oman (refer to paragraph (h)).

  • The RPA must be operated within the visual line of sight (VLOS) of the operator.

  • Operation should be at or below 400 feet AGL during daylight.

  • The RPA should not be operated within 30 meters of individuals not directly involved in its operation.

  • The RPA must not be used in prohibited, restricted, or dangerous areas, over populous areas, or within three nautical miles (5.5 km) of a controlled aerodrome's movement area.

  • Ensure clearance from all landing and takeoff paths to runways of aerodromes.
    Additionally:

  • The RPA should not operate over areas where fire, police, or other public safety or emergency operations are being conducted without the approval of the person in charge.

  • The operator must only operate one RPA.

  • Drone registration responsibilities lie with the first owner, who must notify the CAA in the event of sale, transfer of ownership, destruction due to a crash without injuries to third parties or buildings, or when the drone is no longer in service. Drone registration can be completed on the CAA website upon arrival in Oman or after transferring ownership.

Excluded RPAs, such as MicroRPAs, can be operated without specific licenses and permissions. MicroRPAs are excluded, while very small RPAs and small RPAs are excluded under certain conditions, including the purpose of operation and absence of remuneration. Medium RPAs are also excluded based on similar criteria. RPAs used for training purposes are excluded if operated according to the operator's documented training procedures.

For foreign operators traveling to Oman with drones, commercial drone flights are permitted, but permits are required for all such flights. Permits must be obtained before entering the country.

The process for obtaining a permit involves submitting an application form, required documents, compliance with CAA requirements, and payment of fees. The Department of Flight Safety's Airworthiness Section is the service provider. The average time for service provision depends on receiving a complete application and obtaining no objection letters from relevant authorities.

Permits for flying a drone in Oman must be obtained at least 15 days before the anticipated flight date and require submission of pilot information, contact details, flight specifics, and drone details, including photographs. Drone pilots must be at least 18 years old, and drones must be insured against civil liability during the license's validity period.

Drone licenses are valid for one year and are renewable. Required documents for license application include technical specifications, a mission statement for the drone, flight time and location details, and identification of individuals operating the drone.
