Overview
The Civil Aviation Authority (CAA) of Montenegro sets forth regulations for drone use in the country. Whether flying for leisure or commercial purposes, adherence to these guidelines is mandatory.
Are Drones Permitted?
Yes, drones are permissible within Montenegro as long as they conform to CAA's rules.
Key Drone Operation Rules
Note: The rules listed below are not applicable for drones with less than 79 joules of kinetic energy, weigh under 500 grams, and have a maximum speed less than 20 meters per second when flying no more than 15 meters away or above 10 meters in altitude.
- Pre-Flight Approval: Each flight and pilot must be authorized by the CAA.
- Operator Age: Minimum age for drone operation is 16.
- Insurance: Drones must be insured for liability.
- Daylight Operation: Drones are only to be operated during the day.
- Distance From People and Structures: A 30-meter clearance is required.
- Avoid Populated Areas: Keep at least 45 meters away.
- Visual Line of Sight: Must be maintained unassisted.
- Maximum Distance and Altitude: Do not exceed 500 meters horizontally or 150 meters vertically.
- Flight Logs: Must be maintained by the operator.
- Weight Limit: Drones must not exceed 20 kg.
Drone Classification in Montenegro
Flight Area Classes
- Class I: Remote, undeveloped areas.
- Class II: Developed, uninhabited areas.
- Class III: Inhabited areas with residential and commercial structures.
- Class IV: Urban centers.
Private pilots are restricted to Class I and II areas.
Categories Based on Weight and Area
- Category A: Requires an aviation authority statement.
- Category B: Requires an Operations Manual.
- Category C: Subject to standard regulations.
- Category D: Requires explicit CAA approval.

Drone Registration
Drones above 500 grams with the capability of flight beyond 15 meters horizontally or 10 meters vertically must be registered.
Submit the Declaration per the Unmanned Aerial Systems (UAS) Ordinance to the CAA via mail or email.
Additional Information for Foreign Operators
Foreign entities must secure a permit from the Ministry of Economy prior to bringing a drone into Montenegro.
